A.government deregulation decreases prices?
B.government deregulation increases competition?
C.government deregulation eliminates competition?
D.government deregulation eases government burden

Answers:
D is the only one I would use. Because government promoted deregulation wouldn't decrease prices or increase competition. And answer C may be true, but that is not a good thing. So yes you could use D because it would ease a burden and maybe save on taxes.
