A local Target store refuses to take expired dog food off of their shelf. Who can I report this infraction to?

Ask to speak to the manager, if you haven't already. If the manager gives you the runaround, go over his head. Contact Targets' corp. office, their marketing department, any Target exec. you can contact. Also report them to the FDA. Let the store manager know that you are reporting his store to the FDA for refusing to pull outdated food products. You also may want to contact your local humane society, and your local news station and give them a heads up. THAT will get someone's attention.
If possible, discreetly photograph the expired labels on the packages in the store, or purchase one or two packages. The purchase will prove they are selling expired products, as the date on the receipt will indicate.
I, for one, appreciate your concern, having lost a beloved pet due to contaminated dog food. Thank you, thank you for bothering to take the time to care. Most people would just buy their dog food elsewhere and ignore the problem.

There is a phone number on the product. I wish I new what the brand was so I could give you a phone number. The manufacture will reimburse target for the old product and send fresh product. Bring this to the store managers attention and tell him or her that you will take your business elsewhere if this is not taken care of. Your local target will get this straighted out, but probably weren't aware of the problem.
