First off, hardcopy means printed out in paper, while softcopy means it's stored in your computer or on-line. This applies to all sorts of documents. For saying hardcopy resume, that means a resume printed out, on hand. So, an on-line resume would be one that is stored on-line then.

an online resume is something you fill out online at a place such as career builder or Monster- it is sent electronicall. A hardcopy is the printed copy you would turn it in personally or mail it via snail mail.
Hardcopy is the printed one and other one is the soft copy.
The hardcopy is more permanent (online sites can shut down or have technical glitches).and it is easier to read. Many print out resumes before they read them.
I have had better luck submitting paper resumes than using online sources--but that is my experience.

for the most part they are too lazy or dont have a printer to make there own hard copy! but it's good to keep a hard copy of your resume with you at all times!
