Reading between the lines.?

My manager has just called a meeting with HR to discuss my performance 3 weeks into a new job. This was confirmed by letter. he stated that I can bring a Union rep or a colleague in to this. Why discuss performance so early? I am a Senior IT trainer. I am fearing the worst!

Don't worry about it. If you're doing your job well there can't be anything to worry about - maybe it's to tell you how well you're doing!

If you have made a Henry's, accept the telling off and show that you can, and will do better.

A lot of employers now ask for a third party to be present at meetings as a matter of form so I wouldn't read too much into that.

Good luck to you, and don't forget the bigger picture - if you do get a ticking off, it's not the end of your world.
I would suggest you go to the meeting with an open mind. When they hired you, they had certain expectations. Perhaps you 'heard' something other than they actually said. So just go with the attitude that you CAN do what they need you to do. They probably see you going in a different direction than they intended and want to steer you back on course OR they like what you're doing and want to get your input on their new ideas.
It does sound serious as he says you can bring a union rep with you. Contact your union rep asap, just incase there has been a complaint against you. Have you asked a colleague if this is the norm?
Good luck
I wouldn't worry too much. Most companies do have a performance evaluation pretty early in ones new employment. The reason they told you to bring in someone else is to not only protect you but themselves in case you go around stating things that wasn't actually said in the meeting that could get them in trouble. Best of luck to you.
Well it does sound quite formal and it maybe that they will start taking you down a disciplinary or compentency route. If it is disciplinery then only you know what you have done - been late, taken time for lunch, too much time on the internet etc. If that is the case then you will probably just get a formal warning, but then your chances of career progression will be impacted. Alternatively it may be the compentency, in which case it might be performance related. Or it could be because you are a senior member of staff (I am assuming you are - i.e. Director level or just below) that they want to start the Personal development process and formally set your measures. If it is because of poor performance or questionable behaviour, then if you are also on a probationary period then your days could be numbered soon.
