A job application said it was mandatory for me to reveal the URLs of any and all online blogs. Is this legal?

No I'm a summing they want your personal blog info.It is obviously in case there are unsavoury photos of info posted. Fairly personal question although I'm sure they will find an another excuse not to hire you if you refuse to supply them
I think is illegal. Invasion of Privacy.

Yes it is especially if you use a company Computer with INternet access, there already have been a few land mark cases involving workers being terminated for disparaging comments about workers and managerial supervisor. So you have to if the company mandates it
Employers can demand almost anything. Everything you put online is considered public, even if a person is supposed to be on your friend list or be a member of a specific group to read it. Unless your job demands a security clearance or you really are giving away secrets, the rule really isn't enforceable as long as you don't blog using your work computer. If you feel that you have something to hide like a sex adventure blog, just use a different ID and don't tell the employer. It's very doubtful that they'd put much effort into looking for that sort of thing as long as you keep your job out of it.
