As people have said, the ultimate sanction you have is to switch your account to another bank.
I'd suggest maybe writing a snotty letter to their Head Office explaining that as a result of their failure you are now out of pocket and that if they do not recompense you you will be switching accounts. If they don't shell out - move accounts. Halifax pay 3% interest if you put at least a £1000 in every month so I switched to them a while back.
Do what I do and switch to another bank. Smile are good. I absolutely detest Nat West.
I also suggest swapping banks.
Choose a bank that offers online banking so that you can transfer the money from one account to another yorself.
If you go onto natwest.com they do have a facility allowing you to send a message to Customer Services and I have found that these comments/complaints are handled fairly quickly. Otherwise you go into your nearest NatWest branch and explain your problem to them.

Hows this- Before leaving UK to work in Spain, we went to the bank, and arranged to transfer money monthly from our UK account to our 2 Spanish personal accounts. Spent an hour in the branch. All sorted.
Except that it wasn't- Natwest have never done any of the transfers, and say they have no record of the arrangement.
And... Sorry, but if you want to arrange this you'll have to come to the branch- in England. Sorry
So- phone bills, rent etc coming out of Spanish account every month, nothing going in- so I have to go to the hole in the wall, use my Natwest card to get money, then go to my bank and deposit the cash. If I forget, I incur bank charges here.

When I do go back to the UK, I will be making arrangements of course- to move my current account, deposit account, ISAs- everything- to a bank that is not full of incompetents who don't give a stuff!

Its not just Natwest that are jokes, this could be said for all banks, I changed from Abbey because of bank charges to HSBC who stopped my cards because postman kept returning my statements as he couldn't be bothered doing his job but the hassle I had trying to sort it out, 6 weeks without access to account where my wages were paid to, so moved to Halifax who promised to transfer all my direct debts for me, 8 wks down the line only just received paperwork after 3 complaints, gone back to Abbey!
In my experience Halifax and Lloyds TSB are a lot worse than Natwest. If you phone the Natwest line and ask to be put through to your local branch, you might get somewhere. If they ask you why you want to be put through, tell them you want to speak to a human being, that usually works.
Tell me about it! I was due a payment into my account today, my child tax credits which I could have done with. I got through to them and was told I am going to have to wait until monday for my money and basically tough luck. I would certainly ask them to pay your charges as it is entirely their fault.
Im having the same problems getting my money - I bet they still took the £28 bank charges out my account though without any problems!
As you probably know by now, Natwest has completely crashed. Until a few hours ago, you couldn't even get cash out from the hole in the wall, but apparently thats sorted now.
I have been tryingto log in to my online banking all day as I have to sort some payments out but its down...all flipping day.
Their team is 'working hard' to repair it apparently but for Fuchs sake, how can this happen in this day and age? I better not be overdrawn or I'm certainly claiming the charges back. If I were you I'd ring Natwest on 08456002803 and assuming they are back on track, explain your situation and demand a refund or you are switching accounts.
Its really a bad show on their part, not to mention the embarrassment you must have felt when your card was declined.
