Don't make it to complicated. Sounds like you are trying to add to much to it. Either pick the summary which it should or detail. People don't spend much time reading these so make it brief nobody wants to read a book.
You should put your computer skills and languages toward the bottom of your resume. I would make a short list of all the skills, but only list it once. At the top you should list your information; name, address, telephone number, etc.

The summary is just that ... a summary. You should have a section of your resume titled "Skills" and that is where you can put what you're skilled at.
