First of all you need 3 things:
Someone to design your website. This can cost anywhere from $1,500-$20,000 depending on how good you want it and how much business you want to do. Unless you do it yourself, which isn't a good idea if you don't know anything about security. You'll need a domain name and a server.
You'll need a merchant account so people can pay with credit cards. If you designed your own website and don't know anything about security, or you can't afford a merchant account, you can start a paypal business account.
You'll also need to spend some money on advertising with links, search engine "sponsored searches", and market write-ups. You can wait till you start doing some business before you do this.
Also, you can be small time, but if you want to go bigger, you'll need a business plan, just like any real world business.
