If you want a job then try babysitting, dog walking, or lawn care. You are underage so you have to find small, local positions. Have you tried your neighbors? They may want help with house cleaning, watering their plants, or even reading to a shut-in or someone who is blind. Everyone starts small and then when you go for your first "real" job you will have experience being responsible and can give references. Good luck!
first you have to get a work permit from your school and from your parents. No company is allowed to hire you without that. But if that's not possible, go to places that are privately owned like family run restaurants. They may hire you as a host or someone to answer the phones.
