How does a person apply for a job when a department stores computers are broken ?

THE COMPUTERS AT KMART AND TARGET ARE BROKEN SOMETIMES AND A PERSON IS UNABLE TO APPLY FOR EMPLOYMENT.MY QUESTION, HOW DOES A PERSON APPLY WHEN THIS OCCURS ?

Apply from home on computer.

I know for a fact Kmart does this I assume Target will too.
You might have to break down and actually fill out a PAPER application - remember those?
Ask a manager that is on duty for a paper application to fill out.
