YES -- in fact in most if not all states, SSN is all they ask for when you register a business.
Unlike DMV for example where many states now require for proof of legal residency (work permit, EAD, green card, etc), most counties and states do not ask for legal residency when you register a business

The best way is to contact your county and ask them if non immigrants such as H1b or work permit holders can register a business.
