I would always introduce myself to the manager and tell them my storie (i made it short) and just said how much i admired the store etc and would love to work there.
when doing this keep it short like no more than about 2 or 3 mins unless he seems talkative. he/she may give you an interview on the spot. dress in new clean clothes clothes mean a lot! be polite and honest! Say that this is the one job that you really want.

You could call and ask it they have received and reviewed your application. Ask is there is any further information you can provide and indicate your sincere interest in working there.

Call them back and say the following "Hi, my name is ____ and I applied to your Starbucks about three weeks ago. I was wondering if there was a good time for me to come in and have my interview."
Most people don't know that they have a right to an interview. The manager basically owes it to you and it will make you look eager and professional if you are the one contacting them. Think how busy Starbucks is all the time. Good luck!
If you call that does show eagerness but that is good. B/C the boss wants the person that wants to work at starbucks, not the person that is just here to make money. Calling will show that you really want the job.
By all means call and find out the manager's name. Find out when they will be in. Then, go in and speak to the manager. Go in, introduce yourself and say, "I applied for a job with Starbucks. This is an incredible company and your stocks are only going up while the rest of American is still having a difficult time. Who wouldn't want to work for you? My passion for your company only makes me a better candidate than many who apply. I would really appreciate the opportunity to interview with you so you can find out what I am made of and what I can do for Starbucks."

Well here's a suggestion:
Why not find out.. who's the manager at the location(s) in which you wouldn't mind working at.
Find out when they're on duty, and give them a ring first, and let them know your interested, OR pass by for a visit and introduce yourself, (with a personal copy of your application or resume in hand) Doesn't hurt to have dupes.
Then let it be, once they now put a voice or face to the name, they'll call you.
Try other Java/Coffee spots if you really want to work in that environment, that way - even if Starbuck's does not come thru right at this moment, you will have kept the ball rolling, and this will still look good on your resume.
