I think you would have a problem if contracts were involved.
It depends on the type of business. You need to talk to the local Business License Administration, and see what you need to do for the type of business you are going to do. If you are talking about cutting grass or doing a freelance service don't worry about the legalitlies just make some money.

You would need someone for the signing of contracts, banking, etc., but, you could run the business.
I met a person that started his own printing company when he was like 12 years old. He worked out of his home for cash.
