Bookkeepers might get paid on an hourly basis but not degreed accountants, usually. All of the hours they put in is so that they can get promoted.

My accountant charges a flat rate per year
I actually work for a small firm in the New York. We do tax work and audits. We get paid a salary. However, unlike most firms we do get paid overtime. Usuallly we have minimum requirments for billable hours per month. However if we do go over our required hours, we are eligible for overtime with proper approval from a partner. We have to submit monthly overtime sheets with approval along with our regular time sheet.
