What does one need to know to be "proficient in wav files" for a transcription job?

I think all you are going to need to know is, as you say, how to download and play them. A transcription job is going to either send you .wav files by e-mail or have you download them from a secure website. They just want to make sure you know how to save them to your hard drive, open them in Windows Media Player or something like that, play, pause, stop, back up, etc.
You "need to know how to download them?" If you don't even know how to FIND .wav files, how are you going to know how to use them?
Really, really not trying to be rude here, but coming from a transcriptionist, if you have to ask what that means, you probably should not apply for that position. They want to know if you are set up to digitally transcribe .wav files. In other words, do you have Express Scribe, Start Stop, or a digital pedal even? Without going into the long boring details, Google Express Scribe, go to their Web site, see what a digital setup entails, and go from there.
