There are a couple of ways. The easiest is to get a reseller account. In these, you pay the owner of the server for some space and then you resell it to other people. You can find very cheap reseller accounts on ebay. I have a couple of friends who do this and they use "hostgator.com". (Although I do not use them personally)
The second method is to purchase a server, install the software and then host everything yourself. This is option has substantially more upfront costs, but once you buy the equipment you only need to pay for the data connection and rackspace. If you are not familar with the term rackspace, most hosting companies place their machines in data centers which ensure they have constant power and are more protected from the elements. The better centers also have onsite engineers that can help if the need arises, but there is usually an additional cost in this.
As far as how to make money, there isn't a lot of money in this any more. In the mid to late 90's, there was lots of money to be made; however, now the precense of so many resellers has really lowered the amount you can charge potential customers. Additionally, there is so much competetion to get customers that most people rarely earn more than simply covering the costs of hosting their own sites.
