Are there any ratings available to score the use of online job search sites, such as Monster.com?

I'm considering using an online job search service, but have reservations regarding paying for something I know nothing about. If there is anyone out there that has used one of the job search services please let me know what you experienced.

Answer:
Paying for what? Things like the "resume blast"? If you read the boards at Monster (before they get deleted), you will see posts sometimes from people who are complaining about the resume blast and then getting contacted by crappy MLM or commission only type jobs. Most employers I am sure have that service on automatic spam filter by now. Don't pay for a job search. Do some research in your area--for instance, where I live the local Chamber of Commerce website has a job board with only local employers. Try targeting a few local employers in your area and honing in on some key people in the areas you want to work in, like if it's marketing, find out who the marketing people are at XX company and send them a resume.
