Ask your union if your in one, failing that contact your citizen advise bureau for advise.
Your first step is to try to deal with the person, or person directly. If this fails, try to get his/her manager involved or another third party. Should this fail to resolve the breach get personnel involved. Should this fail you really are going to have to accept the breach or leave. I wouldn't bother taking it any further as their system is designed for you to fail. The best you can do is plant a bomb under your desk, leave, and wait for it to explode!

You have to go through the formal complaints procedure.

You should inform your line manager that you have a grievance and he will set up a meeting
