I am a Certified Accountant, which is the full Professional Qualificaton of ACCA. Their 'technician' qualification has been recognised for many years. Following that, you may wish to study for the full qualification.
Yes it is a recognized qualification worldwide.
Depends how far you want to climb and how quick you want to get there.
If you have a degree already you could get straight onto CIMA or ACCA (Management or Financial accounting), they both have websites.
The AAT is also recognised in many parts of the world and if completed will get you more exemptions from whatever you chose to go on and study.

It is a well worth qualification! If you are unsure whether going head first into an accounts degree is a great idea then this course is excellent. It sets down the groundwork for accounts, tax and costing usually over a 2 yr part time period. Often with the choice to transfer onto a degree after the first yr. Even on completion you gain letters after your name and if you opt then to transfer onto a degree you will gain exemptions in some parts of your degree.
Look at the certified accounting technicians course as part 1 of a degree with the choice to gain part 2 after.
