It depends on the situation.. If you are considering a job at their company, it is a valid reason to ask. If they have just asked you out on a date, it is not.

If the person is bringing in a good salary they will most and likely gloat about it. Most people only get offended by things they aren't proud of. Just think about who you are asking. It can be a little rude though.
I don't think it's offensive BUT it is a bit rude if you do it out of context. If you're talking about careers and potential job prospects it is okay to ask salary questions. However, you may want to change your wording to "salary range." That way it's not too personal.

I'm not sure when it became okay to ask people how much they make in salary. In my world it's never okay to ask anyone how much money they earn for a living.
If they are in the military, no. It's public knowledge and uniform across the services.
If someone asked me my salary, I would tell them I make $55,000 a year. And they could look it up if they thought I was full of it. In the Army, no one cares what you make, they care if you are competent and can lead and do your job.

it can be defensive. If you want to find out how much someone makes ask them what is the salary range for someone in that field that way you are not directly asking them.
