Depends on what you want to tell him. Polite is always recommended. but just tell the truth. If you just can't wait economically the amount of time required for the job to start, say so.
I would call him or her before writing an e-mail. And it all depends on the situation itself. Most bosses would insist that you wait until the predetermined start date, no matter what.
Do you have a letter of appointment for the position you are waiting for? If not, simply CALL your prospective boss and make an appointment to meet with him.
Email may be an adequate method of communication for Radio Shack but you'll find your boss may belittle your request, simply because of your technique.
He was impressed with you enough to hire you, so perhaps he can find something "temporarily" within the company until your permanent position becomes available. It's impossible for you to second-guess why you're having to wait. Sit down with him and start your professional relationship off right.
BTW, no whining or begging. If he says no, take no for an answer. And put it behind you when you actually begin the job - bring no baggage.
