What would cause someone to fail a 7 year background check.?

Wow! Good question, but a very broad one.
As an ex-employer and ex-property manager, each place where I was screening, had different requirements.
Some places DUIs were ignored, other places even being arrested for one (not convicted) was enough to get you looked at twice.
Too much debt can hurt you.
A better way to ask this question would be to let us know what specifically you are worried about and address the question that way.

I always recommend people to know what is on their background check, just in case. Having the same information the application processor does will help you know how to reply to the questions they will ask, in advance.
Any felony or sexual charge even a minor one or sometimes, it depends on the job. a pharmacy won't hire someone with a drug conviction & a security firm won't hire a shoplifter. it depends what kinda carrer you are talking about
A criminal background which means being convicted of a crime either misdemeanor or felony. the check could also include credit history.

Any number of things. Obviously this check was for a top end Government job. Logically i would assume one of the references didn't check out to be 100%. Which the GOV needs 100% satisfaction on anyone referred to speak about the person applying. I had two gov't service personel come into my house and interview my two roomates who had lived with the person applying for a gov job. They asked them a number of things. have you ever seen this from that person, that.. etc etc. could be a family member that worries the GOV.
7 Year checks are pretty in depth with multiple upon multiple of references.

But that was a Gov job, it depends on what the job or application is for?
A felony conviction in the U.S or an indictable offence in Canada.In Canada you can apply for a pardon as long as you have a clean record for 7 years.This will remove all summary convictions in Canada & all indictable offences except violent or sexual ones.Other countries do not honor your pardon.
