As an HR professional and 15 year recruiter, I don't want to discourage you at all, but I would continue to put your resume out at other businesses while you wait. True, some companies just have a slower process than others (and the job position must either be not as critical on their list to fill or they are trying to find the perfect candidate.which we all know does not always exist). The latter is sometimes hard for line managers to overcome. You may have 90% of what they are looking for, but for some reason managers want to hold out for that last 10%. Nothing negative for you, just perhaps not a right fit.
Then again, they may just have a slow process. If they are a large business (or are Govt), then they have more red tape to get through. If it is a small business, they should be more nimble and respond faster. My rule of thumb.if they wanted you to join their company and were afraid of another company snatching you up, then they would have called you back within 24-48 hours. I would suggest you pound the pavement with other companies and continue your search. If they come back in another week and ask for a 2nd round, then the ball is in YOUR court.
Remember, this is your life and waiting on them to make a decision on what you will do with the rest of your life is not always a good position. Take the upper hand, continue to contact either by letter, email, or phone (but not over doing it) and move on to other companies who may value your talents and call you back in a respectable timeframe. Trust me, HR loves to blame stalling techniques on the line managers for not getting back with them. May be true in this case I understand. But don't wait on them to make your career move for you. Go make it happen.
And at the risk of interview suicide with them, you may contact HR and let them know you are interviewing with other companies and plan to make a decision in the next week or so on your career plans. If they think they will have an answer by then, then you will continue to be interested, but may have another offer at the point. Put some urgency on them to get back with you. If they don't respond, then you may have the unspoken answer you already know.
Keep your momentum! You know your talents and what you want to do. Persistence is good, but know when to apply that energy elsewhere. Best of luck to you!!
If it's a government job.the wait is well warranted. Government isn't in a hurry to do anything.
If you keep calling you will end up in the NO pile.
Some time managers are really too busy to hold second interviews and so it takes a little longer. Another thing they may be doing is giving you the run around before you know it you will recieve a letter in the mail apologizing and letting you know that they have hired someone else with "more experience" find another position and apply for it continue job hunting until you land something good!
Hopefully after the first interview you sent a nice handwritten thank you note. 'Thank you for your time.blah blah. I look forward to hearing from you concerning the next round of interviews.'
If you haven't sent a thank you, perhaps you should. That will keep you in their minds as a polite person who follows up in writing and not just the person who keeps calling.

Don't lose your confidence.
This is probably not the answer you were wanting to hear but I have been interviewing with the same company for the same position for 3 months. After the first interview it was a month then it was 3 weeks after the second, now it has been 3 weeks since the third interview. Companies seem to be moving at a slower pace today and making sure they pick the right person plus the people there are usually covering more than one position so they have very little time, which adds to the delay.
This is just today's market, especially for perm positions. Just take a deep breath and relax. Keep looking and never count on this position being the one. Right now I have 6 final interviews scheduled in the next 2 weeks because I decided not to wait on the one company to make a decision. The loss is theirs if they are not the one to get your great skills.

Interviews are usually a hurry up and wait. They think they want to hire and then they don't. They want you yesterday, but don't hire you for 3 months.
Don't put all of your eggs in one basket.keep looking for what you want.
