How much does a communication technician make?

I would agree .. $10 to $15.
The word "technician" gives it away. Now there are technician like jobs .. which pay more but then to need a higher skill level and the job poster then usually drops the word "technician"

For example a fortune 100 company I know calls all their Programmers "technicians" internally but the job postings are for Programmer II and Programmer II .. were $50k and up.
For some reason it's not a very high paying job. Most of the people I know only make $10 - $15 an hour.
