It sounds to me like it could be a bit early for them to be considering filling positions for summer recreation. Have you actually applied for the job or been interviewed yet? I'm not exactly clear on the circumstances surrounding this.
If you were passed over for the position and they hired someone who's less qualified, then I suppose you could say that it was discrimination. And yes, it is illegal to not hire someone just because of a disability.

That being said, there still may be other candidates with better qualifications than you. For example, other candidates may be proficient at all subjects, including math.
If I were you, I would ask her directly and listen to her answer.
I don't think that having problems with maths can be classed as a disability! that could be quite offensive to people who really are disabled! I'm not great at maths either but I certainly don't class myself as disabled!
In most states employment is at will. They don't need a reason to no hire you. I have had that happen lots of times. My recommendation, just look for another job.
