i am a hiring manager- this is my opinion. you should go in with your resume and ask if you can see the hiring manager. if you are able to see them let them you are interested in a position and have brought your resume with you. ask if you could also fill out an application and if they are hiring. even if they aren't hiring at that moment they may be in the next week. it's always a good idea to go in person rather that just calling, it leaves a stronger impression in the hiring managers mind. you can also follow up with a call in a week if you haven't heard anything to remind them you are interested. i always call back the ones who contact me before i get a chance to call them. good luck

Even if the company is not currently hiring the will accept applications in most cases. Then keep an eye on the want ads: when you see an opening, call and make sure yours is one of the apps. considered. Most companies only keep applications current/active for about 30 days.
It's in you best interest to apply when/where there is a need for your skills/abilities. Go prepared! When you are asking about possible openings, make sure you have a current resume and a blue or black pen in case you need to fill out an application. (if you wish to fill the application out at home, ask when a good time to return it would be)
