Yes. You are not allowed to work for two competing businesses. Sometimes they will HIGHLY suggest you don't work a second job anywhere. After all, they don't want the other employers schedule to interfer with theirs. In some cases, if you explain dire finiancial circumstances they will be more understanding about the second job. Otherwise they may get fed up.
On a related note, some colleges do not allow you to have a job if you are in the student teaching part of your education major.

Usually, it occurs when you're working in a live in situation (like at a boarding school) or when the job requires that you be available all the time (how would you feel if the president got a side job at MickyD's?)
If it sounds weird to you and/or they can't give you a good reason why, turn down the job. You can always find another one.
The only way they can require you to not work an additional job is if it was stated when you were hired. If the additional job is going to interfere with your current job and hours then they have the right to let you go on the grounds of you not full filling your current work obligations.
If you were never told anything of this sort from day one then they certainly cannot require you to not have another job. Keep in mind it sounds like your current job may be looking for an excuse to let you go, because you're free to do as you choose when you are not working for them.
