Upon hire I was told if all worked out in 90 days I would receive an increase. Well my 90 days came and I received a great review and he said that the only way to receive a review better than that would be to walk on water. I had to remind them that I was promised a raise. That is when I received the deer in headlights look. They said they will look into it and get back to me. I will give them some time but what I want to know is if it comes back NO, what to do. I am a computer engineer and jobs are not that abundant so quitting is not an option. I will of course voice my distain and deal with it. What would you do?

Are you happy w/ the job? Then stick with it, and continue to do well. Be positive and upbeat. Gain experience.
At your next review (presumably 1 year) remind them that you thought there would be a raise at 90 days. They can make up for it at that time. If they elect not to, then put your resume on Monster Board. You owe them no loyalty.
If the promise was verbal and they come back and say sorry, then not much you can do. Wait till the next chance.
You can accept this or start looking for another job.
Do you have anything in writing about the raise? If so, you could talk to a lawyer.
I would start looking at other opportunities where I would have more control. As long as you work for somebody else, they have all the control. You have nothing to control except whether you will have a cup or coffee or not.
