I'm trying to find a reference book?

The reference book is blue, has a spiral binder, and has phrases that are used for used for employee reviews. I know that people in the military use it all the time.

What is this 'book'?

I'm not familiar with the term.
I may be way off base here because I am not sure of the binding or if it has phrases for reviews but the only military reference book that comes to my mind is "Robert's Rules of Order." That has to do more with meetings and organization than performance reviews.
