Can a employer hire based on ethnicity to fit the image of the restaurant?

like for example texas steakhouses..or fine dining in u.s.a

They can, but they can get in trouble for it too. Hooters was sued by a woman who they didn't hire because she had small breasts. She won, and they had to change their hiring rules.

no, but you have to prove that is why. especially in texas you CAN discriminate EXCEPT on the basis of race, sex, sexual orientation, religious preference, or disability* but if you are ugly or stupid, your screwed.

It all depends on your states laws. Here in Alabama if a company only has a certain amount of employees they can basically do as they wish but after they exceed the amount of employees that the law requires then they have too follow the equal opportunity guide lines set up in the law. They can hire based on ethnicity, but I don't belive that they are allowed to not hire someone based on that. The resturant would have to think of another reason not to hire the person, for example, they couldn't just say "well, we did not hire him/her because they are chinese". But they can hire whoever they want. If you are looking for a good job, I would advise an employer who is an "equal opportunity employer", because they are more likely to treat everyone fairly than an employer who hired mainly based on something like ethnicity or gender.
