I think you should inform your supervisor that this co-worker is copying time cards. If it's only yours, it could be a form of harassment or intimidation. In any case, management should know.
I don't know that it's against any laws, rules or regulations but you need to find out why he/she is doing it. Go to management and find out.
I think it's just a management tool to determine if the employee is doing his job. That's what they get paid for--to show up on time, to punch out for breaks, etc. Payroll Departments do this routinely.
If this person's job is to track productivity or create invoices based on time spent on projects. If the person is just trying to get ahead by showing management that he is on time every day while other may have been late or may have left early, he just needs to be slapped. Chances are that if management has not directed him to do this, they will recognize him as the weasel that he is and get rid of him.
It's probably against company police to remove the time cards from the office, and it's probably against the rules for him to use the photocopy machine without permission for personal use.

No. Why do you think that it would be? Hours worked is not some secret, private thing ---your co-workers can see at work can't they. Who cares, who has OT or not. Sounds very petty to me.
If this employee is not in a position of authority to handle this matter, why would they be doing that anyway. If they aren't you should ask them directly why they're doing that.
Most places it is taboo to touch another persons time card.
But it is for management.

If you want it to stop just start spreading a rumor that your coworker is punching fellow employee's in and out.

I don't think it's against any rule to do this IF management has requested the person to carry out this task BUT if the person is just taking it upon him/herself to copy the timecards of other coworkers to support some point (I can guess the motive) then that is classically dirty pool and management will see it for what it is.
