If this were me then I would start by making sure that it would be in the interest of my employers to make the position full time. Put together a proposal with a realistic forecast of cost - profit ratio. If your profession isn't that easy to show in this way then emphasize the benefits of loyalty, holidays and sickness, training investments, being able to diversify so as to pick up any slack in other areas. Most of all be honest with them. Good luck!

I think you need to proof to your employer than you can comfortably handle the part time duties, and if increased anymore you can do them on full time basis. Sometimes performance speaks more than some written menus.
I would details the cost of failure to the company. If the work you are doing involves finances .. how much delay is there in paying bills? is interest incurred? Does this delay invoicing customers for payments etc. If you are working in an area of operations then what is the cost with regard to failed or delayed customer orders?
Businesses need to maintain cah flow in order to operate without suffering from loss. You need to explain through cost forecasts the extent of losses and how working full time would avoid them.
The company may argue that while there is too much work for part time duties that they do not cost in for full time duties. It may be worth extending your proposals to cover this by covering the costs of regular overtime (which may be as high as paying for full time hours).
