What is it about foreigners with severely broken english that's so attractive to employers?

Do they really have better mathematical and technical skills than normal Americans with good english, or does the lure of a foreigner with broken english make them think they're getting someone much more skilled for their money? Are the communication trade-offs worth it?

It is not the broken English that does the trick!! If a foreigner has to come all the way from his country for job elsewhere, it shows that he has a real need to a job and shall always be faithful and hardworking. Secondly, if a foreigner is appointed, the employer has more authority and control over him/her!! Few days of absence, inclination to work overtime, humility are other advantages. Last but not the least, he is trying his level best to speak in someone else's language and that shows his attitude-survival of the fittest!!
