Well, you can start by taking out some books from the library that offer small business ideas.
You have to know which industry you want to go into. If you have a lot of money, your choices widen. If you don't, than you need to come up with ideas that do not need a lot of money to start up. I suggest looking on the internet for small, low start up cost business ideas.
Don't go into the food industry if you don't have a lot of money and if you don't know anything about cooking. Don't start making websites if you don't know how. Don't go into the hair industry if you don't have any experience cutting hair. If you want to open a simple business, there are a lot of ideas. Catering, resume making, painting, etc. are some easy ideas. Everything takes money to start up. Advertising is the key ingredient to a business, and that can cost a couple of hundred to start running ads in the newspaper, business cards, etc. It can even cost upwards from $1,000 if you really want to advertise.
Go to the library, maybe take a college course, read up on the internet and find out how much it costs to register your business. All business need a trademark check. That means, when you think of a business name you have to get it registered so nobody can steal it. I think that costs a couple hundred. Some businesses need to be registered and sometimes you need certain certificates. It isn't cheap but the profits will be worth it!

If you are working now in that field, and want to start your own business, ask a lot of questions and familiarize yourself with all aspects of that field. 2nd.
