You need to make a business case for the role - that is identify the benefits in as quantifiable way as possible, and the costs, showing that the benefits outweigh the costs. You also need to identify who would make the decision, and make sure that the business case you make plays to their priorities and goals.
yeah why not- it will show the company that you are a willing competent person- and they need people who are interested in improving the business- what have you got to loose!!
Go for it- if they are not interested at least you have tried and they know who you are and that you have drive!
what would be the risk in just asking? You need to ask your self that, if you come up with any then decide. I think you should go ahead and ask, or at least tell them that you would like them to consider advancing you in the company.

If I was a manager, and an employee came up to me with an idea like this, good or bad, it would show to me that this person is working for th benefit of the company, not just for the payslip.
I think it's worth the risk. It shows initiative and innovation!

at the end of the day the decision is yours working for a small to medoium company has its advantages over a lrge cpompany and with a snmall to medium business people tend to bond more.

If you say "there are areas for improvement" you are actually saying that those managers involved are not doing thier job. People can get very defensive..and, if those managers report to the area manager then you are questioning thier judgement. You're saying "hey, the people you chose to work for you, guess what, they are not doing thier job properly - you 've chosen the wrong people. Oh and by the way, you're not doing a good job because you haven't noticed it or sorted it out"
Without the context of the area managers business objectives its very difficult for you to say things are wrong. There are often hidden business objectives so even if you think you know what thier objectives are, you might not know what the direction is from the manager above the area manager.
Not right I know, but that human nature and needs to be understood in any case where you are pushing foward.
Asking if there is a wider, more responsible role you can take on ? sure, excellent idea.
