I have an advertising idea for the internet i want to sell the idea but dont know where to begin?

Well Copyright exists only for the physical/ tangible expression of an idea and NOT the idea itself. SO I suggest you write out your idea with its elements and first email it to yourself or a trusted friend and then approach an ad agency through a contact.
Trust me, the BIG boys would not give you the time of day if they do NOT know you in some fashion. Any major players doesn't accept UNSOLICITED work and generally do not accord any IPR recognition or protection to such work and are free to use it if they want. So establish ownership of the idea and then hustle your way to the agency top brass and negotiate.
sell it to marketing companies doing internal and external communications and they will hard sell it to the big boys, make sure you have a cut in it or royalties. not just a lump sum which they will prefer. most of the time you may not be able to sell it to a 2nd company under contract so sell it to a good company.
