If you have a good idea, then the first thing to do is see if the domain is already owned. Then if not, just claim it from a domain registery, such as GoDaddy. With GoDaddy, you can get your domain, have them host it, provide you with the site builder, emails and the whole package.
Once that's done, you can then apply to places like Share Results and others for their affiliate programs, which will enable you to place the banners on your site. The only problem is though, that some advertisers won't accept you if your site is not up and running.
I'd suggest that you apply to them, and place the banners on that will work with you, and then get the others on board after your site is published.
Then, get traffic to your site via various methods.
