Businesswise -- Sales makes the most sense. People don't buy shares of a company because they have good service. (Look at WalMart.) Sales = income, and without it you would have no business at all.no matter how good your service is.
That's not to say service should lag far behind. On the contrary, service can often help generate repeat business.
To argue against myself, there's also the attitude that a customer will buy after receiving good service -- such as being tended to quickly at a car dealership or something like that. But that doesn't mean service should go first -- it depends on the business, really. If you go to a restaurant, you're paying no matter how bad the service is.
Which comes first, day or night. They go hand in hand. Without both you have neither.

Most good retailers know the unwritten rule: if you provide great service, the sales will follow. Consider how well most of the large American retailers deal with returned merchandise. Now, returned merchandise comes at a loss to them, so why do they bother? The answer is, of course, service. It's more important to them to keep their customers satisfied, because that means the customers will come back to the store and increase their sales.
So I don't think it's a trade-off -- it's really a causality. Good service -> Good sales.

Ahhhhh, the age old question. Are you a market driven company or a service driven company?
What everyone needs to realize is that without both you have nothing. Get people to buy your product but have lousy service -- no repeat purchases and they will tell everyone they know not to buy your product. Have great service but few sales, same problem in reverse. Either way, you're out of business.
