You have two options:
1. Hire a web designer/company to create a web page. They would also be able to advise you regarding web hosting, buying a domain name, etc.
2. Do it yourself. You will need a space to host the website. Yahoo! Geocities provides this service FOC. You'll need to know HTML (the fundamental language that creates a web page). You will also need a domain name, eg. http://www.bizname.com. Search for "domain name register". For http://www.bizname.com.my, contact MyNIC.
I would suggest you go buy an "Idiot's Guide..." book (there are plenty of materials out there, you'll just have to search for it), or pay someone to do it.
