the easiest way to get the information you need is to contact your county health department, they will put you in contact with the dept. of agriculture whom will take good care of you and all of your question's. i just happen to know this because i am starting my own line of hot sauce and just got my FDA approval.
The Voluntary Cosmetic Registration Program (VCRP) is an FDA post-market reporting system for use by manufacturers, packers, and distributors of cosmetic products that are in commercial distribution in the United States.
