Here's some ideas:
Have the trainers and instructors in the fitness facility participate in Athletic activities and competitions bearing the name of the fitness facility. Have the Facility start some teams to compete in local athletic events like 10K's Bi and tri-athlons, Cycle races, etc. Have the trainers and instructors build teams using members as well as themselves to participate in these events.

Create some events and invite other teams and fitness centers to come compete. Then get sponsors and advertisers to help fund the cost of the event.
If you don't have a lot of money for traditional advertising: Radio, TV, Internet - you may want to look into something more "Grassroots." The best part about grassroot marketing is that you can get very creative. In DC, we have had companies pay people $5-$10 to carry one of their shopping bags around. When you see 100 people with the same bag, you start to wonder what's so great at that store. Get creative! Start a fitness blog for your area...
At my gym they have draws for t-shirts, free fitness assessment, personal training, or whatever, to get a ballot you have to refer a friend.

If a friend joins, you get a free gift.

Have a bring a friend aerobics class.

For new members if you refer 5 friends when you join, you get a gym bag, t-shirt, water bottle.

Have a display booth at local events with ballots to win "a free week". At my gym everyone gets a free week, which I found out later. But you can call all those people offering them a free week. That is how I ended up joining my gym. I was thinking about joining in the fall, but when I "won" my free week I joined in the spring instead of the fall.

You could have monthly specials on memberships or something. No admin fee, join and get a month free, 1/2 off starting fees.

newspaper ads
post flyers at local university, grocery stores, health food stores
Offer thing for free I have seen a fitness club in my area grow like crazy by having radio stations to promote there live venues and then they give out pizza, trial days, but the people go crazy over free passes and other things. Work hard with your word of mouth, this gym for instance gives you a free month if you reffer a friend and sometime they give out t-shirts for your friends name and numbers. They recruit like crazy, I would really like to own my own gym and I wish you luck.
If your facility is really pretty and camera friendly contact the local news stations and let them know that they can shoot any fitness segments at your facililty anytime. I think WXIA Atlanta has a daily workout segment where they cut to a shot of someone showing the viewers a new workout move and the gym gets on-air mentions. Also, go to craigslist.com and post your gym as a location shoot site for commercials and TV shows. That would be another way to generate revenue as well as on-air exposure.
