What person would I direct mail to, if I want to pitch installing an aquarium in a professional facility?

If it's a building that is owned or occupied by just one company, then you would want to contact the "operations manager".
If it's a large office building where multiple companies reside, then you would want to contact the "facilities manager".

Sounds like you have some research to do, or else you're going to waste a bunch of money.
Here are some quick ideas:
1) Put on your nice business suit, have some cards printed up, and visit a bunch of office buildings? If you can get past security, go to the receptionist and ask who would make a decision like that? Invest one full day and several buildings, and you should have a better idea of your market.
2) Find some interior designers who specialize in offices, call them and ask if they'd be interested in finding out more - and what would they want to know about such a business?
3) Visit the high-end aquarium dealer(s) in town, ask who they've done installations for - then call those customers and ask if you can survey them. If they say yes, find out about the buying process they went thru - how they decided, where they looked, who they talked to, what they read.
4) I typed "office aquarium" into google and checked out the ads. Have you done this?
