there are companies that develop 'training materials and manuals' and help for websites - usign flash as one of the technologies - the only problem is that they might be too expensive.
Try finding a 'freelancer' - you might have to model the story and flow yourself, but atleast it'll be cheaper.

try Macromedia's Captivate. its a software solution that might do the trick for you, might not. Its certainly affordible, and i am sure they have trial versions for free. I am not sure depends on what you want to do.
