A few ideas:
1) Flyers & Business Cards - Who are your customers & where do they shop (e.g. grocery, home improvement stores, etc)? Post flyers where your customers frequent.
2) Advertise Locally -- Newspapers, Craigslist, Yahoo! Local
3) Word of Mouth -- Offer a great service & people will talk.
4) Mailers -- Send out coupons, specials, etc.
Associations may be a good avenue to explore as well. These organizations will address many of the thoughts, questions and concerns you'll inevitably have as well as many you haven't anticipated yet. I assume you mean home improvement in a construction/contractor sense -- if not, my apologies! If so, I posted some links below.

Do a specific survey of your competitors and how they are manging this. List pro's and con's. Make a list of potential actions. Consider how much you need to do and how much you can do with the resources you have available. Target to the niche you want to operate.

If you can afford it just starting out, the radio is a GREAT way to advertise your business, especially if you have grand opening special pricing to advertise. Make sure it's catchy but not annoying. People will remember it for a long time. When I need something, often I remember a company that once advertised on the radio. Another tip is to have a website developed, any advertisements you place can contain the website URL, which should be easy to remember. Later someone can go to your website to get your contact information.
