Depends.. China is the country that a lot of manufacturing is being outsourced to, where as india - a lot of intellectual property.

"The world is flat" by Thomas L. Friedman, that should give you an idea of the global outsourcing trend.
I believe India does as they disallow fewer things than the Chinese.
China has the best opportunities for us to sell to, the most people and more money. Besides we have a huge trade deficit with China and it would be nice to reduce it by selling into China. Of course China also has the most restrictions on what can be sold there by US Companies, but that could be overcome with proper negotiations.
