I have 3 successful shops on CafePress, so yes, people will buy your things on there if you create nice shops with good/unique designs.. and focus on your SEO etc... it DOES take work. Basically, you get back what you put into it...
I have ordered "my" products, I don't think they are poor quality. The "Value" t-shirt is thinner than the "White" t-shirt, but that is to be expected, and they clearly tell you this on the product page. The ceramic products are gorgeous. In fact, they recently replaced some of the low-scoring apparel products that got low customer ratings with better quality items.
I suggest checking out the Community Forums, they are a LOAD of help for new shopkeepers and give lots of tips to build a successful shop.
In my opinion, and the opinion of a lot of people that I know, CafePress makes very poor quality products. If you want to sell t-shirts, or whatever, you'd be best to find a proper distributor and pay the extra cost for a good quality product.
If your designs are really worth paying for, than you'll still make money using a better quality product.
